Negative taken of recipients of the Little Rock Chapter of the National Association for the Advancement of Colored People (NAACP) award at the annual affirmative action dinner at the Camelot Inn in Little Rock, Pulaski County, Arkansas in September of 1980. The civil rights workers who received awards included (from left): Judge George Howard, Jr. of Pine Bluff, a member of the Arkansas Court of Appeals, who has been nominated for a federal judgeship; Mrs. Sue Cowan, a retired Little Rock school teacher and Richard L. Mays, who was appointed an Associate Justice of the Arkansas Supreme Court in 1980. In 1991, Gov. Clinton appointed Mays to the state's Ethics Commission. George Howard, Jr. grew up in Pine Bluff, Arkansas in the 1930's. In 1941, he joined the US Navy serving as a Seabee during World War II. He was the first African American to serve on the State Claims Commission, the State Supreme Court, and the State Appeal Court.
